Nineteen of Daniil Medvedev's 21 titles have been achieved on hard surfaces
A comeback Medvedev claimed his initial championship for nearly 30 months with success over opponent Moutet in the tournament final.
Medvedev, a ex- top-ranked player, has experienced a challenging year, managing just one match at the major tournaments and suffering a setback at the American major.
Medvedev's varied form on the tennis tour - and issues with his serve in specific - caused him dropping out of the top ten and ultimately splitting with long-term mentor his previous coach.
Now working with his coach and his other coach, Medvedev has steadily advanced in the recent weeks - peaking in a closely contested three-set victory over Frenchman Moutet.
This marks the player's initial trophy after the 2023 Rome Masters and maiden on a hard court from that period of 2023.
Success also signifies he has achieved 21 victories at twenty-one various events.
"This marks the first occasion I'm at a event with my two daughters simultaneously, so to win a championship is particularly special," commented world number 14 Medvedev.
"This victory is in tribute of my child Victoria, because the first title I got when my first daughter Alisa was born was for her."
The tennis star, the 2021 US Open champion, had failed in his previous six title deciders, featuring in the German tournament in the past months.
The player's counter-punching approach and regular outbursts on court had prompted some to doubt if his skill to play at the highest level was over.
Yet the 29-year-old has made changes in the last few weeks, making an effort to approach the net and compete positively, backed up by an better serve.
The champion came back from a deficit in the initial set against the challenging opponent, winning 4 of the last five points to take the lead.
The pair traded service breaks in the middle set before the challenger, attempting for his initial tour victory, seized the initiative to create a decider.
The opponent defended 4 early break points in a competitive final set before Medvedev broke to that score to close out the victory.
Suitably, he clinched victory with a rally at the front of the court, with Moutet failing to handle a volley after two hours and 38 minutes.
